If you want to read the Parliamentary or Committee debates on a particular Bill, you need to use Hansard, which is an edited verbatim report of the proceedings of Parliament. If you need to consult volumes before 1988, an archive from 1803 to 2005 is available from a beta service at http://hansard.millbanksystems.com/
Older copies of Hansard can be found in the House of Commons Parliamentary Papers database.
